POSTPONED to July 19th Updating The Commander’s Handbook on the Law of Naval Operations

The Stockton Center for International Law (SCIL), U.S. Naval War College (NWC), recently completed a 2-year effort, in coordination with the U.S. Navy, U.S. Marine Corps, and U.S. Coast Guard, to update The Commander’s Handbook on the Law of Naval Operations. This doctrine publication provides an overview of the legal rules governing naval operations in both peacetime and during armed conflict and serves as the essential reference of US military commanders at sea. The new edition restates international law, including providing some additional nuance and doctrinal revisions on unmanned systems, autonomous systems, information warfare, cyber operations, and outer space.
