It has to do with the license, but I think the main safety issue is those that bring their own alcohol and party in the street.

No doubt the main problem is alcohol and partying. I live on the square and see many people bringing their own alcohol, AND enter and exit bars until 2am, as that is the only type of establishment conducive to bringing your own liquor and jumping in and out of a business

Even then, the majority of people I see out late at night, or urinating on my front steps, are not carrying alcohol, but are drunk it seems

why don't they start by giving citations to people with open alcoholic beverages. That's the reason they come down to Fells, is because they can openly drink in public
