Also, the City generally can't require anything more energy-efficient than is required by state building code. By providing financing, the City can put additional conditions (like energy efficiency) on development.

My daily commute has me bike along Bruce Vento Trail; it has been very interesting to see all the Port Authority properties being developed along there. Shame they aren’t mixed-use the way Hillcrest is being planned!
