My question, in the case of multi-unit 4-story Townhomes, having no elevators, do they have to comply with Fair-housing laws? Only on the first floor? Or not at all? Thank you.

What's not fair is that barely any fully accessible housing is being built. Any that are deficient leave people with disabilities out in the cold for the life of the building.
Laura Ramos
01:28:24
Is there "safe harbor" when the owner builder installs barriers to creating fully accessible bathroom?
Danielle Marie Roberto

I work in city government as a Building Official, and I do my best to enforce Fair-housing construction (ANSI A117) requirements but from time to time I'm challenged that the construction related requirements are out side of my enforcement scope, not sure I agree but, who is the official enforcer of Fair-housing construction if not the local city Building Departments?

Bill Elliott
01:38:02
Thank you Michael Grochola, I realize HUD & DOJ have the big picture authority but in my 35-years of enforcing construction codes/permits I never have seen an inspector from HUD or DOJ, in the field making construct requirement inspections.
