Per the ABLE National Resource Center, Yes, Able accounts can be used on housing expenses and housing-related expenses include mortgage, rent, real property taxes, heat, fuel, gas, electric, water, sewer and garbage services. Payment of these expenses from an ABLE account will not affect means-tested benefits and will not result in the reduction of a Supplemental Security Income payment due to in-kind support and maintenance.

I just pulled up my city’s SHIP program and the max award for home purchase assistance is 21k…. Unfortunately that doesn’t help a population that survives largely on Social Security. People are priced out in Florida.

Once approved for funding, Do they prioritize the ship allocations on a need base system, for instance I have been approved for ship in my county but when I asked about there being a priority for disabled families they told me it was a first come first serve basis. It took My sister’s 4 years to receive her home repairs after she was approved for ship funding.

Affordability is based on income. People with disabilities incomes vary greatly. With most capped out a roughly $780 a month for those of SSI. For people with disabilities who earn that amount what would constitute affordable?

There seems to be a huge gap in providing repair funding if there is a real emergency home repair needed. Many years ago, I was denied funding for a roof by the county agency administering weatherization because I have a disability check and work. Even though I met the income guidelines, I was told I could not have two sources of income. That wasn't true after I found regulations but if I had waited till someone got around to looking at the regulations, my house would have been severely damaged and declared unlivable. Is there anywhere to go if there is a major repair to get funds fast? It doesn't seem right that we have to quit working.

I know some parents/caregivers buying homes (pre-Covid & housing bubble here in FL) jointly for their adult children to live in (for instance 3 different people in a 3 bedroom home) with daily supports coming in as needed. I have been told the purchase of the home is not as problematic as the coordination & consistency of the services. I hope to learn more next week about the services-housing piece you touched on.
