The Campaign for Freedom of Information in Scotland has drafted a Freedom of Information (Scotland) (No2) Bill to substantially amend our FoI law which is 20 years old. We took the initiative due to Scottish Government inaction. We believe FoI law must be compliant with human rights law and support FoI rights being automatically extended to private and charitable bodies delivering publicly funded services. CFoIS believes that In Scotland, the duty to document requires to be enforced to be effective. There is a huge gap between intent and practice.
