Hey I’m gonna be taking notes with this app https://try.beulr.com/zoom/ — if anyone wants a copy just lmk (PM me)
Alicia Mariscal
38:29
I'm interested - thank you!
Susan Gorman-Chang
40:44
I am interested in notes. Susan G-C sggc@dslextreme.com Mahalo!
Colonel Ann Wright
01:03:49
Lots of military families are reporting fuel sheens on their water and lots of smells that give them headaches. Please read their entries by name on the the JBPHH Water Contamination Support Facebook https://www.facebook.com/groups/311603564169307
Marti Townsend
01:17:07
Wow that is a lot of TPH-d detected near and far from the tank farm, for much longer than since Nov. 2021.
Marti Townsend
01:17:29
May the public please have a link to the DOH's presentations?
Kyle Kajihiro
01:17:32
OMG!
Meredith Wilson
01:17:42
This is heartbreaking
Marti Townsend
01:18:14
This is so heartbreaking... shocking!! where is the urgency to clean this up?!
Meredith Wilson
01:18:47
why has it taken this long to see this??
Marti Townsend
01:19:59
This looks like the worst case scenario
Gina Hara
01:20:07
Phoenix Grange and Roger Brewer is still using the 400ppb TPHd
Marti Townsend
01:20:46
The contamination is migrating towards the public's drinking water shaft at Halawa.
Gina Hara
01:20:48
Board of Water has written so many letters saying it is 100ppb because petroleum can be smelled at 160ppb TPHd
Marti Townsend
01:22:17
WOW!!!
Meredith Wilson
01:22:37
This is so sad...
Marti Townsend
01:23:11
Yikes so it could be even worse than what is showing now?
Susan Gorman-Chang
01:23:18
OMG this is horrible
Marti Townsend
01:23:43
Look! It is totally migrating towards Halawa shaft!
Kalani Copp
01:23:46
So it's moving
Susan Gorman-Chang
01:23:52
Yup it is on the move
Marti Townsend
01:24:28
The "pre-release levels" were also way too high
Kalani Copp
01:24:51
Will the maps be available for public use/download?
Meredith Wilson
01:25:09
When will the public see this??
Susan Gorman-Chang
01:25:13
Back to "normal" is still contaminated
Marti Townsend
01:25:45
Wow. So the water had a lot of TPH-d in it before the May release
Meredith Wilson
01:25:50
but i was always non detect hmmm
Kalani Copp
01:26:11
Leaking since it was built!
Meredith Wilson
01:26:48
is been leaking for years of course there is
Meredith Wilson
01:26:50
Let’s see all of the data now! From previous years. -larissa Greendahl
Gina Hara
01:26:54
It "appears to be declining" because it is spreading out further into the aquifer?
Susan Gorman-Chang
01:27:12
Exactly Gina...it does not just disappear right!
Meredith Wilson
01:27:30
how are the plumes stable if you don't know where they are
Marti Townsend
01:27:31
Thank you so much, DOH staff for sharing this information. This is so important. I am grateful for your calm transparency. I just wish there were more urgency to get the water cleaned up, and address the new reports of chemical burns from using tap water from the Navy's water supply.
Susan Gorman-Chang
01:28:19
Agreed Marti! Thank you DOH for going through this difficult material with us.
Marti Townsend
01:28:26
I echo Gina's question about why the plume appears to be declining -- is it because the contamination has been collected or because it is diluting into the aquifer?
Kyle Kajihiro
01:28:33
The data could suggest that the plume is moving beyond the detection points, not necessarily contracting.
Meredith Wilson
01:28:41
Just because they are back to prior levels before the leaks in 2021 doesn’t mean it’s safe
Marti Townsend
01:28:52
The action needed to be taken to protect the aquifer is: clean up and shutdown.
Marti Townsend
01:28:54
ASAP!!!
Anna Chua
01:29:09
Please share what actions the agencies are taking to remediate this mess. Just monitoring is not enough. Our aquifer deserves so much better than this.
Marti Townsend
01:29:23
More monitoring wells need to be installed. What is happening under the prison?
Susan Gorman-Chang
01:31:40
Gabriella was the flushing done in Kapilina Homes, where the water was just flushed out into lawns and thus went directly into the soil and/or ocean, a violation of the federal Clean Water Act? No filtering was done here. Please discuss why it was or was not a violation under the Clean Water Act.
Meredith Wilson
01:32:03
Weren't we suited to do this in 2014 & 2015 2017
Gina Hara
01:32:11
Why
Meredith Wilson
01:33:11
it's been a year...
Kyle Kajihiro
01:33:28
How can the public participate in the development of the action plan?
Marti Townsend
01:33:29
I echo Susan Gorman's concern about how flushing was conducted at Kapilina
Anna Chua
01:34:00
Why arent the community members and experts part of the committee?
Meredith Wilson
01:34:04
a year that we are only talking about
Kyle Kajihiro
01:34:14
Where is the affected community representation? This composition goes against the principles of environmental justice.
Susan Gorman-Chang
01:34:38
Agreed Kyle!!!!!!
Marti Townsend
01:35:26
Agreed. There must be a lot voices from those directly affected by this catastrophe
Susan Gorman-Chang
01:35:27
Shadow of colonialism...
Gina Hara
01:35:35
Shouldn't the Clean Water Act apply here (at least for Kilo Pier)?
Susan Gorman-Chang
01:36:49
Defuel by when RDML Kott
Meredith Wilson
01:37:29
my offer still stands for a conversation
Marti Townsend
01:37:37
My request is that the U.S. Military focus ALL activities on the clean up and safe shutdown of Red Hill. No more training. No more business as usual.
Marti Townsend
01:38:27
The military's response does not match the level of this disaster.
Susan Gorman-Chang
01:39:02
RDML Kott are you willing to apologize for previous statements, right after the fuel leak in November, where a Navy representative said there was nothing wrong with the water. Gaslighting.
Kalani Copp
01:39:13
Nice words, but the actions don't match
Susan Gorman-Chang
01:39:19
RDML Kott I am not hearing any hard deadlines.
Kyle Kajihiro
01:39:23
When will you release the full investigation reports?
Kalani Copp
01:39:30
Just lip service
Wayne Tanaka
01:39:33
no specifics either just buzz words
Marti Townsend
01:39:48
That was useless fluff.
Meredith Wilson
01:40:49
Can’t see them
Marti Townsend
01:43:08
Can I just note that the Navy has suffered technically problems at every single FTAC they have ever presented at.
Kalani Copp
01:43:22
Kahuahua?
Melodie Aduja
01:44:06
Kuahua Peninsula
Susan Gorman-Chang
01:44:14
We cannot see them
Susan Gorman-Chang
01:44:25
okay we see it
Sherry Pollack
01:45:39
This is a catastrophe and needs to be elevated to the urgency of this crisis. Actions do not match the level of this disaster.
Susan Gorman-Chang
01:46:16
Where on this timeline does it show where Navy leadership said there was no problem with the water?
Gina Hara
01:47:22
This SGH independent firm is it accepted and acknowledged by DOH?
Susan Gorman-Chang
01:47:23
Where on this timeline is where the Navy contested the first DOH order?
Meredith Wilson
01:47:42
what about the recent reports where independent testing of homes is resulting in positives for jp-5 and other homes reporting a sheen on their water? there have also been an uptick in illnesses again similar to those in November.
Susan Gorman-Chang
01:48:15
When will the public get to see this report you just mentioned?
Colonel Ann Wright
01:48:20
When does the public get to see the report?
Susan Gorman-Chang
01:50:28
1,000 water samples out of how many homes in the affected areas?
Susan Gorman-Chang
01:50:49
Who chooses what/where those 6,000 homes to be tested are?
Susan Gorman-Chang
01:51:48
You make it sound like a lot, but we don't know what the total population number.
Marti Townsend
01:51:51
I don't believe Meyer's comment about JP5 is true.
Marti Townsend
01:52:17
It is my understanding that monitoring wells are picking up signals of JP5.
Susan Gorman-Chang
01:52:19
So you can remove ALL contamination from the water?
Colonel Ann Wright
01:52:27
But some families are still saying they have fuel screens and vapors in homes.
Meredith Wilson
01:52:33
Haven’t seen any? Tell that to my family who is severely ill. Obvious sheen. -larissa
Meredith Wilson
01:53:36
Was every home tested prior to residents moving back into homes?
Aurora Kagawa-Viviani
01:55:35
What are the limits of detection for those analyzers?
Meredith Wilson
01:55:39
When will you test 100% of homes air quality and water
Marti Townsend
01:55:52
How much TPH-d is being collected by the GAC system?
Wayne Tanaka
01:56:48
If testing isn't finding any contamination when there is an obvious sheen then it would seem that the testing is deficient...just like it was back in November.
Tiffany Overbaugh
01:56:58
What about sharing with the public??
Marti Townsend
01:57:08
No. All data. All the time. Released to the public. COMPLETE TRANSPARENCY
Colonel Ann Wright
01:59:09
DOH and Navy, PLEASE read the entries from military families on the JBPHH Water Contamination Facebook to get a better understanding of what some of the families are still enduring in the water and air in their homes. https://www.facebook.com/groups/311603564169307
Susan Gorman-Chang
01:59:53
Excellent idea Ann
Susan Gorman-Chang
02:00:26
Will the public get the May 31 full plan?
Marti Townsend
02:00:53
Let's get real. How successful were the clean up plans for the water supplies contaminated in other communities? How is ABQ? Camp LeJune? Has the military ever successfully cleaned up water they have contaminated?
Susan Gorman-Chang
02:01:13
I assume each phase has a date and timeline. Can you share those with us now?
Marti Townsend
02:02:09
He is still speaking to this slide? I can't follow all the lettered-named things he is rattling off. Sounds like alphabet soup tastes -- YUK.
Colonel Ann Wright
02:02:35
could you spell RISTA???? subcontractor?
Susan Gorman-Chang
02:02:45
Agreed Marti. He needs a timeline going forward for all that he is speaking about.
Susan Gorman-Chang
02:03:06
When can the public see this report?
Marti Townsend
02:03:24
Please give the public a written timeline of the Navy's proposal for "going forward." Because right now it feels like we are going in circles.
Anna Chua
02:03:52
SGH is not even an independent contractor. How can we even trust that assessment? https://health.hawaii.gov/news/newsroom/navy-in-non-compliance-with-doh-red-hill-emergency-order/
Susan Gorman-Chang
02:04:25
OMG thanks for pointing that out Anna
Marti Townsend
02:04:51
The Navy should not get special credit for doing these studies since these are all things they were already required to do by regulators. There is no new initiative or commitment to our health demonstrated by this presentation
Susan Gorman-Chang
02:04:59
Will the U of H samples be turned over to the Navy or will it go directly to the public?
Marti Townsend
02:05:15
Captain Meyer: Please define "high precision"
Susan Gorman-Chang
02:09:38
What? Why redacted? This is OUR water
Susan Gorman-Chang
02:10:19
Portions are no longer needed?
Susan Gorman-Chang
02:10:37
okay I see
Susan Gorman-Chang
02:11:50
OMG
Andrea Lewis
02:12:22
What date?!
Susan Gorman-Chang
02:12:24
Report is NOT complete????
Andrea Lewis
02:12:30
Just give a date
Susan Gorman-Chang
02:13:01
CAPT Meyer do you move this slow in war?
Colonel Ann Wright
02:13:11
I don't think they are working very hard at all!
Andrea Lewis
02:13:41
Typical, skirting the question and deadline.
Sherry Pollack
02:13:54
Mahalo - yes, agreed the report needs to be shared immediately.
Susan Gorman-Chang
02:14:08
Dr. Melanie you rock!
Colonel Ann Wright
02:14:15
The CNO has a huge staff, they can work as fast as they want--and it doesn't seem like they are in any hurry! Slow Roll again!
Marti Townsend
02:14:20
Here here! Thank you Dr. Melanie!!
Marti Townsend
02:14:42
The Navy has demonstrated that their sole strongest skill is the "Slow Walk"
Susan Gorman-Chang
02:15:51
He did not answer question.
Marti Townsend
02:16:19
So the tanks at Red Hill have problems.
Colonel Ann Wright
02:16:24
PMR on Kauai is quite small compared to Red Hill--assume its Red Hill!
Susan Gorman-Chang
02:16:30
OMG he is not answering questions.
Andrea Lewis
02:16:57
As usual.
Susan Gorman-Chang
02:17:31
We do not trust the Navy and CAPT Meyer continues to exhibit distrustful behavior in not answering questions directly.
Sherry Pollack
02:18:14
Absolutely agree! BWS should be involved!
Susan Gorman-Chang
02:18:24
YES!
Andrea Lewis
02:18:26
Agreed
Colonel Ann Wright
02:19:44
For God's sake, BWS is the key ACTION agency in the State, DOH is a regulatory group, not ACTION...and we need BWS for the public's protection!!
Susan Gorman-Chang
02:20:32
And being poisoned by such tainted water has long term health impacts.
Marti Townsend
02:21:31
A couple of calls a day?! Can we have independent follow up on those calls. I do not trust the Navy
Susan Gorman-Chang
02:21:46
Navy continues to gaslight!!!!
Gina Hara
02:21:59
OMG
Aurora Kagawa-Viviani
02:22:03
What does "detection" mean in terms of ppb? What methods are being used for TPH? There are known problems with standard methods of extraction being incomplete.
Susan Gorman-Chang
02:22:24
A doctor cannot diagnose if she/he does not know wha the patient has been exposed to.
Kalani Copp
02:22:33
Wouldn't it be more ethical for the Navy to outsource their water testing to an unbiased organization?
Susan Gorman-Chang
02:22:43
YES Kalani
Marti Townsend
02:23:10
Yes, please take the Navy out of the testing work. They have zero credibility.
Gina Hara
02:23:13
Why cannot we see everyone in the meeting
Andrea Lewis
02:23:31
Speaking of precision, the rapid response testing is not calibrated for methodical, targeted testing. It should be for homes, RH wells, and soil.
Susan Gorman-Chang
02:24:00
Mahalo and right on Ernie
Andrea Lewis
02:24:07
My comment was directed to Cpt Meyer's response
Marti Townsend
02:24:10
I am so grateful for Ernest Lau and Board of Water Supply. We would be so much worse off without their expertise and commitment to our aquifer.
Gina Hara
02:24:10
This format reminds me of the early meetings where they separated people in Moanalua Intermediate school where there were 400 people but they separated questioning (vs. asking questions as a group where we can hear answers together)
Susan Gorman-Chang
02:24:39
OMG OMG OMG
Marti Townsend
02:25:08
Can't commit to a timeline?!
Sherry Pollack
02:25:28
Agreed!
Davie-ann Thomas
02:25:28
aloha. Pearl City peninsula Navy housing resident here. The Navy is being Pinocchio. I have not received our sons bathroom water test results on March 14 for Navy to select our home for 2 yr plan. our teen son few weeks later reacted painfully to his bathroom tap water. My birth island ...stay on top the Navy cover ups!!
Marti Townsend
02:25:29
Several years for each step?! THIS IS OUTRAGEOUS!!
Gina Hara
02:26:10
Please ask Phoenix Grange about the 400ppb TPH-d standard vs. 100ppb TPH-d
Susan Gorman-Chang
02:26:20
O come on CAPT Meyer! We have NO trust in the Navy. CAPT Meyer you are behaving like a criminal withholding information.
Gina Hara
02:27:32
The Department of Health changed this after the first 2014 RH wells in 2015 and 2016 spiked at 1600ppb. So instead of 16x dangerous, it went down to 4x dangerous (with the new standard).
Stacey Breshears
02:27:58
Has the Navy even reached out to Queen Emma Land Company who owns much of Halawa?
Marti Townsend
02:28:23
Good question Stacey!
Andrea Lewis
02:28:27
Ridiculous.
Marti Townsend
02:28:51
Thank you Gina for not letting anyone forget the TPH-d level has been way too high for way too long.
Andrea Lewis
02:28:58
Mahalo Ernie and Dr Melanie
Meredith Wilson
02:30:22
213? what happened to 211? 200?
Gina Hara
02:30:23
The "state toxicologist" is it Roger Brewer, who is ex Navy? BOW says 160ppb is when you can smell petroleum.
Gina Hara
02:30:40
Is there a conflict of interest and should there be a separate committee to address this
Aurora Kagawa-Viviani
02:31:15
@Gina, State toxicologist is Diana Felton
Colonel Ann Wright
02:31:23
Well, he didn't go to the homes that are showing the sheens, headaches--vapors in lots of homes.
Colonel Ann Wright
02:32:08
Lots of soil contaminated in the yards where the contaminated water from the homes went into the yards--and pets got sick from going outside
Gina Hara
02:32:14
But the 400ppb issue came up beforehand 2016, then it was 300 then it was 250 and today it is 400?
Kalani Copp
02:32:23
What? They're just trying to catalyze a breakdown reaction? Instead of removing??
Kalani Copp
02:32:51
Did I understand that correctly?
Colonel Ann Wright
02:33:25
Who is the "REGULATOR"?????
Susan Gorman-Chang
02:34:06
CAPT Meyer your behavior and perceived attitude reflects the worst of our military's paternalistic, colonialistic, aggressive and violent behavior. How can you think this would make us trust you? I suppose you are under orders to deflect. I am sorry some superior officer did this to you.
Emily Gercke
02:35:44
@Kalani that would be one remedial option, but there are other remedial options (including removal) as well. soil vapor extraction is basically a big vacuum that pumps air out of the part of the ground that doesn't have water in it
Kalani Copp
02:36:24
Mahalo, Emily
Kalani Copp
02:38:03
Predictable response
Susan Gorman-Chang
02:39:14
OMG
Sherry Pollack
02:39:38
What are the consequences of the Navy not following the EO timeline/deadlines? What are the penalties for missing each deadline? Steep fines need to be imposed.
Colonel Ann Wright
02:39:50
Sounds like we need to get Sec Defense Austin to light a fire under the Navy for the reports that Navy is sitting on!!!
Susan Gorman-Chang
02:40:10
Yes, agreed Ann. We need to figure out how to do this.
Susan Gorman-Chang
02:40:21
Can't believe anyone would read that slowly...
Marti Townsend
02:40:41
The information gained from these questions has been so useful. I look forward to the public testimony on the agenda for 11:20
Susan Gorman-Chang
02:41:40
The DOH reports are excellent. These questions are very very good. I am learning a lot.
Sherry Pollack
02:42:32
Beyond telling people their water has already been tested, what else has the Navy been doing to investigate why there are sheens in their tap water and new/resumed reported health issues with families who have been forced to move back into base housing?
Colonel Ann Wright
02:44:09
Posted one hour ago on JBPHH Facebook:Ok so I talked to the water company & had them test our water & was gonna flush but they said"It doesnt help & theres been no reports of anything actually wrong with waters on radford terrace." & "The water has sheen and color due to the chemicals that they put into the water pipes ... Furthermore saying that the rashes, dizziness ect people are getting are due to alergic reactions from those same chemicals as well as stress responses from the water crisis." . JUST LETTING YALL KNOW !!!!!
Sherry Pollack
02:44:11
The Navy must reimburse all these costs. They are responsible. The BWS needs to be compensated for their efforts!
Susan Gorman-Chang
02:44:43
Navy is crippling us by poisoning our water supply and bankrupting our state.
Sherry Pollack
02:44:57
It is unacceptable not to support the BWS efforts.
Colonel Ann Wright
02:45:10
Another entry from today: Vanessa ChathamI feel like I'm dying when I'm home, it takes about two hours after I get to work and I finally start feeling better. The headache subsides, my eyes stop burning (they stay red though) and I don't feel all I want to do is sleep. As soon as I get home, eyes are back burning, I can smell faint fumes. No one else in my house does so sometimes I feel like I'm just wanting to smell it. But I know that's not true it's been worse the past few weeks. It did get better for a little while, very little while. My husband has been getting brain fog real bad, but he says it's not the water.. It sure is, he's never had that before!
Gina Hara
02:45:22
The cost of replacing the civilian water should be charged to the military water supply side (as they are awarded free water from Waiawa that is unrestricted)
Gina Hara
02:45:35
The cost should be shared
Gina Hara
02:46:43
The cost of December emergency housing was maybe $250 million. What is the cost now - what do they know?
Gina Hara
02:47:25
What happens if there is an accident for the rest of South Shore (Moanalua to Hawaii Kai) - the Navy did not pay for civilians on Navy water lines.
Susan Gorman-Chang
02:47:57
Navy is there anything else you can do to make us feel more disposable as human beings? I think you have covered everything. You have impacted our physical health, mental health, long term health, and our financial stability. Navy your message is that we are disposable human beings. Do you care?
Patty Oishi
02:51:59
CAPT Meyer: When did your assignment to cover
Susan Gorman-Chang
02:53:49
He drew the short straw...
Meredith Wilson
02:54:13
People are still getting sick. Babies, mothers, dads, grandpas, grandmas, dogs, cats! There’s still a sheen on our water. -larissa
Patty Oishi
02:54:29
CAPT Meyer: When did your assignment to cover Red Hill begin? When does your Hawaii PCS terminate?
Susan Gorman-Chang
02:59:49
Great question Patty.
Colonel Ann Wright

Sherry Pollack
03:04:58
How can the public trust that results provided by Navy-contracted labs are accurate given the reports families are making (i.e. sheens on the water, symptoms etc.)? Shouldn’t another independent lab be used to validate the current testing? How many people are actually working to address ongoing reports of adverse health effects?
Susan Gorman-Chang

My concern is that the Navy is going to takes its time in refueling..as it has in refueling the Navy fuel tanks in Manchester, Washington--3 years from time of decision to begin work. Here more information about the slow move to begin refueling: https://popularresistance.org/dod-is-taking-nine-years-to-replace-underground-fuel-tanks-in-washington/

03:15:30
maybe someone can please read her question?

03:22:27
The Navy is in violation of the AOC by using the contractor that was not approved by the DOH. What are the ramifications of this and what did EPA and DOH do about it?
Susan Gorman-Chang

You go Bekah!

My children ended up in the Tripler hospital the day after my demands for clean water were met – burns on their lower half from bathing, terrible cough, uncontrollable vomiting and diarreaha, severely dehydrated, among other sympotoms. Not a single test was ran on my children (due to the state toxicologist's notification to medical care facilities) , they were treated for their superficial symptoms and sent home. They have been dealing with adverse health impacts ever since. Our children are not alone. This has become a trend. Why are you not testing our children?

Compounds unrelated to fuel, such as epoxy coatings that may have been sandblasted and runoff into the environment. I don't believe it's simply fuel leaking into the ground because there are other additives and chemicals used in the running of the facility besides fuel. Unfortunately, I do not have a link on me at the moment but I saved a bunch of old Naval Civil Engineer Magazines a while back that detail a lot of history on the Red HIll Facility

Also, let the record reflect that we know what constituents were tested for in the November 2021 leak remediation, however my question was for accountability on what other chemicals used on the facility that may have made their way into the environment (unregulated sandblasting in 80's) and haven't been tested for
