Oklahoma does not add categories. Oklahoma uses the same categories under IDEA. There are some states the add categories; hence OSEP has made it clear that we must treat all out-of-state as an initial. Each state also may have different evaluation components required that make up a comprehensive evaluation, which is another reason we must treat this as an initial.
