Commissioners also discussed matters related to eligibility for the certificate program, including whether candidates and any arts organization they work for should reside in the City of Boulder. Samba Colorado has left its headquarters in Boulder, but some programming happens in the city. Ransom lives in Denver but said she intends to work with Boulder arts organizations in the future. Commissioners had multiple opinions about whether a Denver-based candidate working for a Denver-based arts organization should be eligible. Chasansky explained the Cultural Plan allows for artists from other jurisdictions to be supported by BAC arts grants.

Second adjustment: Katsarelis noted that the recordings will be posted to a website and offered to instructors and organizations as a teaching tool. McCormick asked whether Pro Musica still planned to collaborate with Muse or other “human outreach” as that was a key reason their grant proposal was approved for teaching and performing with children from Title 1 schools. Katsarelis said Pro Musica will work with the Muse program as part of its outreach to underserved populations. She noted that technology does provide an equity element in terms of access. Performances planned at Columbine Elementary will feature selections by new female and BIPOC composers to retain a diversity component alongside video imagery promoting musical education.
