The FCC currently has a program similar to this for libraries and school. Maine has a number of successful applications in the first round, and have more going in for the second round. That fund is $7b Emergency Connectivity fund

Keep in mind that the private sector (Casco Bay Advisors) has already mapped areas of over 150 communities that do not have availability of 100/20 and is mapping more every day. Much of this data generated has been partially funded by the State.
