25 years ago, Jackie Speier pushed a bunch of excellent owner-protection bills for HOA-controlled subdivisions, including one that took away the right of the HOA to foreclose on unpaid dues and fees. A lien could be put on the unit or house, interest was charged, but the money could only be collected when the unit was sold. What the heck happened to all that legislation? (And what the heck happened to the author, turned into Cruella, I think?)
