Not a DOC Provider/worker. External to DOC

Diversion in facilities happens daily amongst and between current patients and with selling to those in need who are not in the program because they may not want to adhere to other programmatic requirements. It is still a very serious issue that is somewhat ignored by those in the field but working outside of facility settings.
