I work for a state DOT and this guidance from FHWA is not getting portrayed to us yet. Has this gone out through Division offices yet? Not sure why there is such a lag. I worry that higher ups in the DOT are holding the cards close to their chest.

Seems odd that the calculation on bridges is limited to deck cost only. You have a bridge that accommodated P/B without substructure, piers and wider abutments. Why is the calculation only based on bridge deck cost.

What can you say about changes to the required 80/20 match. As it relates to TAP I heard that the match requirement is not a Program requirement not a project requirement. Meaning one community could put up 100% and one 60 percent and the averaget would be 80%. is this an accurate reading?
