would it be possible to do one section at a time and put a bid out for each section, I know you will have to deal with people wanting their section done first, but the sections that flooded the worse should be first priority.

If we want all these repairs and maintenance done $125/year is not going to get it done. Unfortunately an increase is a start. Getting a reliable bookkeeper that is transparent is also necessary.

What is the criteria for determining if the association needs to mow a lot? I have a mower to mow my lot on an as needed basis. During the growing season I feel once a month is more than enough. However, this last month the association mowed my lot 20 days after my last mowing. How does the mower know which lots to mow? Does someone go out the day before and measure the height of the grass? How does the mower know who is mowing their lots or just letting the grass grow? Everyone knows $125 to mow a 75x140 lot is excessive and punitive to the lot owners. What good does it do for me to have someone mow my lot when the association just comes through the section and just mows all the lots and sends me a bill for $125?
