great question! Stretch codes are more efficient codes at the local level. Unfortunately, MN does *not* allow stretch codes

that means MN cities can either 1) adopt the state sanctioned building code or 2) not have a code

Louise - because MO municipalities can adopt what they want, stretch codes in MO would typically be considered something that goes beyond the national model code. But usually stretch codes are more applicable to states with statewide codes.
