Gov. You need to help with the water crisis. I drive to the central and southern part of the state and since 80% of the water is used by farmers and much is being wasted, there are things that can be done. Short term make sure farmers can only water between an hour before sunset and and hour after sunrise. Long term make sure they have to use drip irrigation for their crops. We can give them low interest or no interest loans. I see a lot of water waste because of overhead sprinklers and flood irrigation in the middle of the day and a lot goes to evaporation. We can do those things starting immediately to stop this huge water waste!

I would like to bring the following, related to education for seniors, to the attention of Kim McCoy Wade. It’s in two parts. 1) In the last decade, adult education around the State, including education for seniors, was largely handled y local school districts. Ongoing State funding crises led to program reductions or cost increases for adult education programs, making them less available (& less affordable). This is when they weren’t simply eliminated.This has been mostly an issue where decisions about funding/program priorities remain at the local level. One question is how to reinstate what has been lost. 2) The other major source for education for seniors has been from the State’s Community Colleges. Among the last of these ongoing programs are those in San Diego, San Francisco and I think Santa Barbara, though there could be others. The Older Adults Department at CCSF was where I taught for about 20 years; it was established to provide free, non-credit, open enrollment programs for those 50 and up.

(part 2, from Harry Bernstein) When City College of San Francisco split off from the SF Unified School District in 1970, it took over the responsibility for adult education in the City. Some of the areas of its Lifelong Learning programmer Music and Theater appreciation, drawing and life sculpture, a variety of crafts (ceramics, stitchery and more), women’s literature, intro to computers and the Internet, photography with a digital platform, and health-related classes such as body dynamics and aging, Principles of Balance (including fall prevention), partly through Tai Chi. But on November 20, 2019, for the Spring, 2020 semester, the District eliminated 90% of the OLAD offerings. In context, their 52 of 58 sections were part of 350 sections eliminated at that time. Currently Adult Education block grants. They say that OLAD’s Lifelong Learning programs are not recognized by the State and are ineligible for State funding. Yet there were thousands of students disenfranchised. (Continued in part 3)
