Trish, followed by Elizabeth Alvarez (for our 2 other questions) - thanks, all, please feel free to place any additional questions in the chat, and we'll work to address them in our Follow-Up to this convening.
Joe Herrity (he/him)
40:35
Thanks!
Mayra
42:04
Is it the Social Impact Bond?
Trish Dorsey
42:23
No, it had the word "grant" in it.
Dana Bunnett, Kids in Common (we, she her)
43:20
Is one way to approach this is to end all the various benefit systems (housing, childcare, Calfresh, etc.) and give people enough money to meet their needs directly? What would be the unintended (or intended) consequences for something like this?
Joe Herrity (he/him)
44:30
@Dana I love this question! I’ve been wondering about just that for quite some time. But boy does that challenge the status quo. I would be curious if we can even explore a question like that in this community.
Elizabeth Alvarez (she/her/hers)
45:31
One of the biggest challenges I have seen is the cost of childcare. One of the remedies I have looked at is asking for a waiver from the federal govt. to adjust requirements to regional cost of living which would increase the pool of people who are eligible for benefits.

Joe Herrity (he/him)
45:47
I wonder what the administrative cost is per each dollar of public benefits administered in the current structure?
Gary Painter

Joe Herrity (he/him)
48:47
@Elizabeth such a waiver is a great idea! I wonder if pushing for something like that could be a B2R priority?
Quency Phillips
49:39
@Joe @Elizabeth love what i'm seeing/reading
Mayra
51:24
I'm wondering if GBI can be counted as a "gift" so that recipients are not affected during tax season. Does anyone know?
Sam Miller (they/them) - UpTogether
54:05
@Mayra there is a threshold under which that is true, I'll see if I can confirm the dollar amount for you
Trish Dorsey
54:13
Why wouldn't earned income have the same waiver option. Minimum wage earners often lose their CalFresh benefits due to this poverty level income?
Juan Vela
54:34
General Assistance is funded through SCC general fund, can SCC exempt GBI as countable income for GA benefit eligibility?
Joe Herrity (he/him)
54:35
The income smoothing effect of GBI is profoundly important. And it is obviously crucial to find a way to deliver so it doesn’t impact other public benefits. I hope Lighthouse is moving toward this exact kind of discussion. What does it take to get this moving? Is there a way to do that groundwork now, and secure the funding source along the way?
Quency Phillips
56:46
@Joe, yes, that's part of the discussion at Lighthouse - and one that will evolve in our B2R parallel track Strategic Initiatives
Joe Herrity (he/him)
56:56
Yes! That’s great news!
Sam Miller (they/them) - UpTogether
58:09
@Mayra GBI that is less than $15,000 over the course of one year can be considered a grant/gift and doesn't need to be reported on taxes
Angela Shing (she/her)
58:15
@JuanVela GA waiver is being explored
Mayra
58:23
@Joe,I think a lot has to do with policy at the top-bottom; and using the bottom-top model to affect and create these policies
Tracy Weatherby (she/her)
59:27
Doesn't the $15K gift exemption only apply to gifts between individuals, not employers or governments?

Mayra
01:03:04
@Tracy,Great question. Perhaps we should consider involving accounts to answer these questions. From what I am seeing, we are mainly concern about the tax aspects of this "income"-- how it will be reported and how it will affect families. There is a lot more positives that comes from this. The studies have been great showing results and outcomes

01:19:47
What's great about this session is that we are recognizing the structural systems that exist and have existed which hurts/harms through economic oppression specific populations.
Joe Herrity (he/him)
01:19:58
Thanks Cassandra. Glad there is post payment follow up
Mayra Cerda-Klinkhammer

In SM County, in addition to the population of families left out of the child tax credit, we continue to explore pathways to support pregnant Black and Pacific Islander women, learning from the SF Abundant Birth project and others

The link has a deadline for a survey monkey. This is what it says: "Prospective applicants are also encouraged to complete this brief, nonbinding and nonmandatory form indicating their intent to apply by 5 p.m. Pacific Time on March 25, 2022: https://www.surveymonkey.com/r/3JHFGGF"Is it late to apply?
Joe Herrity (he/him)
01:47:35
Wow! Today's conversation is making my day. I have to run but I would love to invest time to support the evolution of this work in our community. Please, let me know how I can be useful. @Que and @Angela, thanks for putting this together. Also, I'd love to see the Youth Liberation Movement engaged to make sure the voices of young leaders are not lost. Young adults were the worst hurt group in the Great Recession and pandemic recession, and our fellow community members with the least resources to navigate our unbelievable cost of living.
Elizabeth Alvarez (she/her/hers)
01:47:45
@Joe, NY is the only state which has a waiver allowing adjustments to income eligibility requirements which increases who is eligible for federal subsidized childcare.
Sandy Kraft
01:48:05
Where can we see a list of stakeholders who have expressed interest?
Joe Herrity (he/him)

In Sunnyvale, we can target pregnant individuals with families with school-aged children - but we have not raised other funds (we tried 2 years ago). We have close partnerships with local schools to recruit families where there is a pregnant individual.
