Should budget modifications be done to make it match exactly or can there be a margin of difference?

Is it preferable to have it match if we can, or should we just leave it if the changes are under 10%

Researching the question of whether approval is required for budget changes of 10% of the total grant budget or 10% of the particular line item. It appears that it is 10% of the *line item*.
