As a bill moves through the legislative process, will our portal letter follow the bill or do we need to submit new letters to the portal each time the bill moves to a new committee, floor, or 2nd house.

Can a number of citizens, I think the number is 30, submit a petition to Leg Council to put their bill idea in bill language?

If a legislator does not submit a request to Leg Council by Jan 20, does that prevent that legislator from introducing a bill by the Feb 17 deadline?

And make sure you are the last person to talk to the legislator before th4 vote!

Please specify what sorts of bills require 2/3 majority to pass.

bills that require funding through the taxes or fees need 2/3 vote (thanks to Prop 13).

CICA has a budget ask—is the bill process with the Leg Counsel deadline the same for our budget ask? or is a budget ask different than a bill issue?

A budget ask has a slightly different timeline. It will need to be reviewed by budget staff and leg counsel but it is heard through the budget committees rather than the regular standing committees. It is critical to have a legislator carry your budget ask and work it with you through the budget process

QUESTION: What is the best time and the best way for us CARA members to get an idea for a bill to you our leaders and staff of CARA, in time for you to properly consider it and meet the deadlines the legislature has. In other words is it too late for us to submit bill ideas NOW for THIS coming session?

it is not too late to get bill ideas to CARA - our meeting is next Thursday, Jan. 19th. However, it is good to bring us an idea and a possible legislator who will sponsor it so we can hit the ground running as we determine if this is a bill we can sponsor

Emergency approval takes 2/.3’s legislator vote in both houses.

First, the bill deadline to Leg Counsel doesn't have to be the complete idea, as spot bills are submitted. Often spot bills are submitted, meaning a very brief concept on the subject matter. At the same time, one needs a legislator to submit the request to leg counsel for a bill by Jan 20.

QUESTION: This might already be in the CARA scorecard, but does CARA (or any other organization)have an analysis of all of the Democratic Party legislators (and this could be done for the Republicans as well) in regard to the pattern of their voting and the reasons for it in each case? This could be called a political dossier or political profile, and it could include how much money they take from the various lobbyists and their industries because we know how large an impact lobbyists and their money has on legislation and the legislative decisions. Or there may be other factors that should be noted (e.g. Democrats in more conservative districts).

How do they get rid of old bills? Do we introduce a new bill? So many old bills still on books, like women can't show ankles etc

Old bills that don’t make it through the committe process or the governor vetos are dead. They need to be reintroduced in a new session and they get a new number and the process starts new

Is there a limit on how many ideas or potential/draft bills can submit to Leg. Council for review? In SF,I believe, a supervisor is limited on how many ideas or potential/draft proposals can be submitted to the city attorney for review
