Good morning, Carmalitha Merriwether with Georgia Power Energy Assistance

42:27
I am having problems getting any info from the DCA. 3 residents are attempting to get relief. I had much more success with Star-C. Is star C accepting new applicants from Cobb County again?

42:37
How long is each county magistrate backlog. I believe Clayton said they were 5 months behind.

43:53
When you say “attorney cases” do you mean plaintiffs have attorneys or defendants?

44:03
Does Dekalb have enough Marshalls to go out for the set outs?

44:10
Hi are he cases allowing for people to remain in their homesBecause a backlog is not a bad thing if families can remain housed clearing a back log to put families on the street is not a win

44:25
How long is the backlog for Fulton Co. We have dispos filed from 2020-2021?

45:00
Our Court's Emergency Rental Assistance Division can assist communicate with DCA or apply with one of the four local providers, Lee Pierce. Please e-mail MagistrateERA@cobbcounty.org

45:30
Hi are the cases allowing for people to remain in their homesBecause a backlog is not a bad thing if families can remain housed clearing a back log to put families on the street is not a win

45:57
How many times can a resident receive assistance if they have already received for example $15k?

46:04
To Sarah Stein: In Fulton, we are specifically referring to whether either party has an attorney. We schedule landlord-tenant calendars 4 days a week with only 2 days set for attorney cases.

46:24
Thank you Judge Murphy.

46:43
Who can we report fraud to, if a resident receives rental assistance directly and does not use it to pay off their balance?

47:07
Every person facing eviction should be allowed to have an attorney, eviction hearings are a intimidating process

47:36
Thank you, Judge Kirk.

48:31
Are are the metro county courts seems mostly black and brown people in their court rooms and why is that?

48:46
Are are the metro county courts seeing mostly black and brown people in their court rooms and why is that?

48:52
@patrick Reynolds, If a resident receives direct to tenant assistance, it is only because the landlord refused to cooperate with the process and would not accept the funds. If that is the case, the tenant is no longer under any obligation to use the funds to pay the landlord. It's not fraud, the landlord missed the boat.

49:55
To all judges please provide demographics of the people are on the dockets

50:53

52:59
Does Star C provide funds to Fulton County residents?

54:14
At Veronica Georgia department of community affairs https://georgiarentalassistance.ga.gov/

54:29
My question is for Clayton County - How are we finishing up November 2021 and none of my residents have court hearings scheduled despite resident's answering in court.

54:56
Who do we reach out to for Dekalb (Star C)?

55:12
Fulton is also finishing up 2021 attorney cases. We are planning a stakeholders meeting to determine how we can better address those cases, given the limited attorney time.

56:00
In Dekalb we have someone who owes over $25,000 and their writ was canceled because of TLAC. I am not following this....

56:15
What if the landlord attend the court hearing the tenant answered, but never showed up, is the court willing to pay the landlord directly?

56:25
When willThe position be to avoid families bent in eviction court??? People who received assistance in 2020 are reapplying again

56:27
Thanks Monica, we're partnered with DCA and Fulton County Rental Assistance. I wanted to know if Star C is an additional agency to possibly provide assistance to Fulton County Residents.

57:38
TLAC Questions- resident is scheduled for eviction this week, but TLAC is just now requesting the ledger. What can we do to assist the resident and retrieve the funds?

57:43
When will TLAC start taking applications for the new funds???

58:21
People are in applying because landlords are stlll gang non renewal of leases after they received assistance

59:05
What is TLAC? Is it for specific counties?

59:37
TLAC for DeKalb only

59:54
Thanks for clarity

01:00:14
People are not applying because residents are still giving non renewal of leases even After they received h assistance

01:00:52
Information about Cobb's federal emergency rental assistance program can be found at cobbcounty.org/ERA

01:01:20
What’s the plan when there is no more assistance

01:01:34
Great questions Monica

01:02:00
Are are the metro county courts seeing mostly black and brown people in their court rooms and why is that?

01:02:07
THANK YOU Judges and the counties for executing the rental assistance programs!!! Hundreds of millions $$$ have helped thousands of families and we really appreciate all your effort!!! This is not easy for everyone!!

01:02:20
Can you please tell me how many cases are being held in Clayton County each week.

01:02:48
Can you explain Gwinnett’s pre-eviction filing that it encourages landlords to do?

01:03:23
Black and brown families were in a pandemic crisis before covid and there as no plan but ripple told about shelters and gent multiple low paying jobs

01:04:04
Black and brown families were in a pandemic crisis before covid and there as no plan but people bent told about shelters and to get multiple low paying jobs

01:06:05
I’m not impressed about rental assistance that is being passed on to the owners and corporate landlords

01:06:20
Agreed Monica. What is to be said about " affordable housing"? Where is it? When landlords and property management companies are taking the rental assistance but still kicking people out, letting leases expire and Section 8 vouchers lapse. This crossly affects Black and Brown communities as well as low in come families and individuals

01:06:22
Judge Murphy, Who are the 4 local providers?

01:06:24
We have several old dispos filed from 2020-2021 but very few writs for eviction/setouts. Is there a plan in Fulton Co to expedite the process to regain possession of these units as Owners are very concerned about the slow process?

01:07:01
The assistance should be used to helpPeople become homeowners

Thank you Judge Murphy.

01:08:09

01:10:50
what has the interaction between your courts and DCA been like? how often do you hear from them about a case where someone has applied for rental assistance through DCA?

01:11:17
Georgia isn’t a judicial foreclosure state

01:11:21
Just for clarity: Please list Dekalb rental assistance programs

01:11:23
I lot of poor people only no to go to work and pay there bills …when hardship comes in on top of a pandemic and try to stay on top of your children in school etc … your dealing with people that can’t read or write do not know how to handle this : what id set up for these type of people ?

01:11:56
In Cobb, our temporary Emergency Rental Assistance Division works closely with DCA. We have good communication about the status of cases. If you have a question, please e-mail MagistrateERA@cobbcounty.org

01:12:02
In Fulton, Mortgage assistance is only available through DCA.

01:12:10
What is in place to help these people?

01:12:47
Judge Kirk, does the Fulton Court interface directly with DCA to assist applicants through the process?

01:13:01
Can we get the resources for Clayton County? Thanks.

01:13:05

01:14:05
Corporate landlords in Cobb county highlights giving non renewal of leases

01:14:46
Given TLAC is not accepting any new applications could we clarify what resources we can refer to our tenants

01:14:52
Thanks, Chief Judge Keisha Wright Hill!

01:15:04
Judge Murphy, what length turnaround times are you seeing for assistance applications with DCA? I have heard from contacts across the state that it’s very hard to get applications through DCA fast enough to prevent an eviction. Curious if Cobb has been able to navigate that better.

01:15:19
Do we need to speak with HUD to speak about affordable housing?

01:16:24
Remain in homes

01:16:39
Wages

01:16:45
@ Mia Fairly, In Fulton, as I mentioned, it is through showing our County BOC the Gwinnett and Cobb effective use and connection with Magistrate Court that we have made the changes we did.

01:17:18
Why is it a law to put people in the streets

01:17:29
There are so many different factors that affect clients needing extended rental assistance; Cost of living not matching wages made

01:17:30
Change the laws

01:18:27
The Pandemic just exacerbated what was already a problem

01:18:45
Exactly micah

01:18:55
Sustainable

01:19:08
Sarah Stein, initially we did see DCA wait times as long as 2 months. With DCA coming to the courthouse and working directly with our staff, that turn around time has come significantly down. DCA is moving quickly enough here that landlords have the confidence to agree to continuances in cases where DC applications are pending

01:19:32
Thanks for the information to share

01:19:54
That’s very promising to hear, Judge Murphy. Thank you!

01:20:06
Thank you Judge Blum. The Social Workers appreciate it.

01:20:08
TriStar is working with Clayton and City of Atlanta (and Zimmerman) to bring 306-units (2023) and 446-units respectively in our edu-housing model (partner affordable housing with public schools). The rents will start at $650/unit. We are looking for more municipal partners to bring these new construction tax credit deals to their communities!

01:20:19
Unfortunately HUD can’t govern the private housing market. There are state laws that preempt local municipalities from enacting things such as rent control

01:20:22
Businesses need to be at the table and ask them why are they paying people $10 an hour

01:20:23
Good morning Judge Keisha, I am with the Housing Authority of Clayton County and we have funds available to assist. May I have your contact information?

01:21:11
Businesses need to be at the table and ask them why are they paying people $10 an hour

01:21:36
It's so crucial to get the wrap around service information to the people that need it- there are so many programs out there but the issue is finding them!

01:21:48
How can we cultivate better landlord tenant relationships because many landlords and property management take a somewhat hard handed almost threatening approach to tenants when they can't pay their rent; Not to say that some tenants aren't taking advantage of the pandemic but something needs to be said about what the rules are and best practices to cultivate more positive experiences and lawfulness between landlords and tenants

01:22:01
Corporate landlords need to invite their residents who reside on their property more than 5 years an option to be an investor in the property

01:23:17
If a person resides on a property more than 10 years they have paid over $100,000 so if a person gets behind in their rent a few months they should not be in court for no eviction

01:23:19
Thank you Dr. Brown

01:23:58
Rita Harden mute your mic

01:24:12
@Sarah Stein, we requested navigators from DCA to mirror those we have with our Fulton County SAFE rental assistance program. Unfortunately, that request was not granted and our navigators do not support the DCA program. They definitely provide the information.

01:24:36
Having shelter is not a business transaction it’s a basic need

01:24:44
If a person resides on a property more than 10 years they have paid over $100,000 so if a person gets behind in their rent a few months they should not be in court for no eviction

01:24:52
Thank you, Judge Kirk.

01:25:36
Corporate landlords should be embarrassed to bring someone to court after they have spent $100,000 they should be thanking hat person

01:25:52
one other point on the DCA question, we are hearing from our apartment association members that are having trouble getting an application through DCA that if they file on the resident their application with DCA is expedited

01:26:04
thank you judge Murphy

01:26:12
To all judges why there are so many black and brown families in the eviction courts

01:26:44
Landlords should apply for mortgage assistance through DCA.

01:26:56
Curry Davis Consulting whose information is on our website and is present during all dispossessory calendars. If both tenant and landlord participate the average turnaround from application to check is 10 days.

Judges,Thank you for all your work. I want to let you know that BCM has 35 years’ experience processing emergency rental assistance. In addition to our privately raised rental assistance fund, we have now distributed approximately $5M for City of Atlanta/UWGA ERA since August 2020. We are processing funds for DeKalb and Fulton as well, and have recently partnered with Gwinnett County. Thanks to our virtual assistance program, in FY2021, we served families in 170 Georgia zip codes. We are well positioned to assist other counties.
