Delaney is an Associate Professor of Higher Education in the Department of Education Policy, Organization and Leadership at the University of Illinois at Urbana-Champaign, where she is also the Director of the Forum on the Future of Public Education and Director of the Higher Education Program. In addition, Dr. Delaney is a member of the Illinois Board of Higher Education. Dr. Delaney’s research focuses on higher education policy, with an emphasis on finance. Previously, she worked for the Advisory Committee on Student Financial Assistance, the National Center for Public Policy and Higher Education, and served as a consultant for the Commission on the Future of Higher Education. She earned a Ph.D. in Higher Education Administration from Stanford University, an Ed.M. in Higher Education from Harvard University, and a B.A. in English from the University of Michigan. Sophia Laderman (Associate Vice President @State Higher Education Executive Officers Association (SHEEO)) Sophia Laderman is an associate vice president at the State Higher Education Executive Officers Association (SHEEO). Sophia leads SHEEO’s research and policy analysis related to state higher education finance, including the State Higher Education Finance (SHEF) project, Grapevine report, the Tuition, Fees, and Financial Assistance survey, as well as other data and publications related to higher education finance. She has authored numerous reports on state and federal funding for higher education and student affordability. Sophia has an M.P.A. from the University of Colorado Denver and is currently a Ph.D. candidate in higher education at the University of Denver and an NAEd/Spencer Dissertation Fellow. Kelsey Kunkle (Policy Analyst @State Higher Education Executive Officers Association (SHEEO)) Kelsey Kunkle joined SHEEO in May 2021 as a state policy intern. She currently serves as a policy analyst out of SHEEO’s Boulder office supporting the State Higher Education Finance (SHEF) project. Her research interests include higher education finance, access and affordability, and equity. Kelsey’s current research focuses on statewide community college promise programs, state appropriations to higher education, and the organizational identities of minority-serving institutions (MSIs). Prior to joining SHEEO, Kelsey served in multiple student and academic affairs roles at the University of North Texas. In these positions, she primarily supported the academic transitions of community college transfer and returning adult students. Kelsey earned her bachelor’s degree from the University of Maryland and master’s degree from Western Carolina University. She is currently completing her Ph.D. in higher education at the University of North Texas where she most recently served as a graduate Ben Cannon (Executive Director @State of Oregon Higher Education Coordinating Commission) Executive Director of the Oregon Higher Education Coordinating Commission since 2013. In this position, Cannon oversees state funding allocations, policy-setting, and coordination for Oregon's higher education system, including community colleges and public universities. Cannon is a former teacher, state representative and education policy advisor to the Governor. He earned degrees from Washington University, St. Louis, and Oxford University, England.
