The San Diego County Regional Airport Authority ("Airport Authority") has an Airport Concession Disadvantaged Business Enterprise ("ACDBE") Program and initiatives to level the playing field for socially and economically disadvantaged individuals and encourages firms owned by small businesses, minorities, women, veteran-owned small businesses, and local businesses to seek concession opportunities with the Airport Authority and its concession operator partners.

The Authority is a certifying member of the California Unified Certification Program ("CUCP") and processes ACDBE certifications for businesses capable of operating a concession or performing services and/or offering products at San Diego International Airport.
