Webinar Speakers

Tom Shelton (Housing Capital Improvement Specialist )
Tom has almost twenty years of experience with HUD—two years in the Cleveland Field office as a financial analyst/assistant HOPE VI grant manager and 18 years with the Capital Programs Division.  Tom serves as a Capital Fund Financing Program specialist and Emergency, Disaster, and Safety and Security grant coordinator. Additionally, he oversees OED/DED compliance, OED extensions, and other Capital Fund LOCCS oversight.

Sarah Culligan (Housing Capital Improvement Specialist )
Sarah has worked for HUD since 2010 starting in HUD’s Office of Multifamily Housing Programs managing HUD assisted and/or HUD-insured real estate projects in both the Buffalo, NY and Atlanta, GA field offices. Sarah joined the Office of Public Housing in 2017 initially focusing on mixed finance development, the RAD and Choice Neighborhoods. A member of the Capital Programs Division since 2020, her duties have included implementing and reviewing Capital Fund Grant Programs and Capital Fund Financing Programs.

Leandria Campbell (Program Analyst )
Leandria began working for the Office of Capital Improvements in 2002.  She administers the Housing Related Hazards Program and does policy and regulatory writing for OCI.  Leandria was the lead writer on the Capital Fund Rule (24 CFR Part 905) and the Capital Fund Program Guidebook. Throughout the years, her duties have also included monitoring OED/ DED compliance for all regions.
