Building a More Resilient Food System through USDA's New Regional Food Business Centers

The deadline for a new funding opportunity from the U.S. Department of Agriculture (USDA) has been extended from November 18 to December 15, 2022. You could help shape USDA’s new Regional Food Business Centers!

Led by Fitzgerald, USDA’s Agricultural Marketing Services (AMS) is standing up the new Regional Food Business Centers Program. These centers will provide coordination, technical assistance and capacity building to help underserved farmers, ranchers and other food businesses access new markets and navigate federal, state and local resources—closing gaps and barriers to success. Regional Food Business Centers will also assist small- and mid-sized producers and food and farm businesses to create a more resilient, diverse and competitive food system. While USDA has not yet determined the locations of the hubs, it has identified four high priority areas: Colonias (counties along the U.S./Mexican border); the Delta and Southeast; Appalachia; and a National Tribal Center. The funding range is between $15 and 50 million for up to a 60-month duration.

Kate founded the Sustainable Food Center (SFC) to continue developing community-based solutions to the dual challenges of low access to healthy food for low-income communities and farmers’ need for better markets. In 2009 Kate joined the National Sustainable Agriculture Coalition (NSAC) in Washington, DC where she focused on federal food systems, rural development, marketing and food safety issues, and the 2008 Farm Bill. Kate became an independent policy consultant in preparation for the next farm bill. She led the campaign to create a SNAP fruit and vegetable incentive pilot that became the permanent Gus Schumacher Nutrition Incentive Program in the 2018 Farm Bill. She is thrilled to join AMS to help stand up the Regional Food Business Centers. Samantha Schaffstall Dopp (Outreach and Technical Assistance Branch Chief, Local and Regional Foods Division @U.S. Department of Agriculture) Samantha Schaffstall Dopp is the Outreach and Technical Assistance Branch Chief for USDA’s Local and Regional Foods Division. In this role, Samantha works to address both food access and market access issues by evaluating creative marketing strategies and business structures. Her most recent and current work focuses on community and urban agriculture, shared kitchens, food business startups, racial equity in the food system, food policy and planning, and community outreach and development. Samantha works closely with the AMS Grants Division and provides technical assistance on their grant programs to potential and current grantees. She also represents USDA at Local Food, Local Places (LFLP) technical assistance workshops across the nation. Samantha and the rest of the Outreach and Technical Assistance team is working closely with the Regional Food Business Center Branch to establish the new Regional Food Business Center Program.
