Justice for Vets (JFV) is hosting a webinar that features the FY22 Veteran Treatment Court Discretionary Grant Program request for proposals. Courtney Stewart, Policy Advisor with the Bureau of Justice Assistance, Office of Justice Programs, US Department of Justice, will be presenting an overview of the three possible application categories, solicitation goals, & proposal requirements. Questions from attendees will be answered as time permits.

Torain currently serves as the Drug Policy Advisory for the Bureau of Justice Assistance (BJA) and manages the Adult Drug Court Discretionary Grant Program. Prior to working at BJA, Mr. Torain served as a State Project Officer (SPO) for the Substance Abuse and Mental Health Service Administration (SAMHSA) Center for Substance Abuse and Prevention (CSAP) Division of State Programs (DSP). In this role, Mr. Torain was responsible for providing government oversight and guidance to States in response to the requirements of the Substance Abuse and Prevention Treatment (SAPT) Block Grant as well as State Discretionary Grants and the Synar youth tobacco initiative. Prior to CSAP, Mr. Torain served as a Public Health Advisor within SAMHSA’s Center for Substance Abuse and Treatment (CSAT). Prior to working at SAMHSA, Mr. Torain served as the Director of Grant Programs for the Anne Arundel County Partnership for Children, Youth and Families, where he managed federal and state grants. Courtney Stewart, Ed.D., (Drug Policy Advisory @Bureau of Justice Assistance (BJA)) Courtney Stewart, Ed.D., has dedicated her career to public service. She has fifteen years of experience working with treatment court programs in roles including Drug Court Coordinator, Reentry Docket Coordinator, and Specialty Dockets Director. Prior to joining BJA, Courtney served as Specialty Dockets Grants Management Analyst at the Supreme Court of Virginia and was responsible for the oversight of grant funding allocated by the Virginia General Assembly for Drug Court programs throughout the state. Courtney has been instrumental in the ongoing implementation of Drug Court, Veterans Docket, Behavior Health Docket, & Reentry Docket programs in Virginia and specializes in grants management, program compliance, strategic planning, and treatment court policy. Courtney earned an Ed.D. with an emphasis in Organizational Leadership at Nova Southeastern University; accompanying a Masters in Urban Education and Bachelors in Criminal Justice. She is a proud veteran of the United States Army.
