Assessing Multilingual Learners for Success
Description
As the number of multilingual learners in educational contexts in both the US and abroad increases, a key question for educational stakeholders is how best to assess these learners who bring multiple linguistic repertoires to the classroom in ways that contribute to their academic success.
In this symposium, our panelists will explore what a multilingual orientation to language assessment might look like. We will explore what multilingualism is and how it impacts on assessment—including approaches to large scale assessment in both the United States and overseas, how educators and teachers support their multilingual learners using assessment, and which contexts are well-suited for the introduction of multilingual approaches to assessment.

Her seminal research on washback illustrates the global impact of large-scale testing on instruction, the relationships between assessment and instruction, and the academic and professional acculturation of international and new immigrant students, workers, and professionals to English speaking countries – an underrepresented population in the research, but one whose lives are greatly impacted by testing and assessment. Liying conducts her research within the context of teaching and learning English as a second and foreign language including immersion and multilingual contexts. She holds more than $2 million dollars of research funding with more than 160 publications in language assessment and has presented to teachers at 250 conferences globally. Justin Kelly (Senior Director, Test Development @CAL) Dr. Kelly is the Senior Dirctor for the Language Assessment Department at CAL. He oversees the development of the test materials and the integration of the test development team with other teams at CAL and with external partners. He has years of experience managing all aspects of test development, from the development of test and item specifications, through the item development and review process, to the test validation phase. Before coming to CAL, Dr. Kelly was a test developer, test development manager, and the Director of Business Operations at Second Language Testing, Inc., where he worked on many high-profile projects such as the National Assessment for Educational Progress (NAEP), the Pearson Test of English, and a number of tests for the federal government. Dr. Kelly received his B.A. in Applied Linguistics and Spanish from the University of Maryland, Baltimore County and his M.S. and Ph.D. in Theoretical Linguistics from Georgetown University. Aída Walqui (Director, National Research and Development Center for Improving the Education of English Learners in Secondary Schools @WestEd) Aída Walqui directs the National Research and Development Center for Improving the Education of English Learners in Secondary Schools at WestEd, where she started one of the agency’s signature programs, the Quality Teaching for English Learners (QTEL) initiative. QTEL focuses on the development of educator expertise to support elementary and secondary English Learners’ development of conceptual, analytic, and language practices in disciplinary subject matter areas. Under her leadership, QTEL has been funded by federal and private institutions to develop and research professional development tools and processes that support the academic success of students who are designated as English Learners. Walqui has also led the design and implementation of multiyear QTEL professional development efforts for the New York City Department of Education and in Austin, San Diego, and Chicago school systems, among others. Micheline Chalhoub-Deville (Professor of Educational Research Methodology @University of North Carolina at Greensboro) Dr. Chalhoub-Deville (Ph.D., The Ohio State University, USA) is Professor of Educational Research Methodology at the University of North Carolina at Greensboro (UNCG), and the recipient of the 2022 Charles A. Ferguson Award for Outstanding Scholarship. Prior to UNCG, she worked at the University of Minnesota and the University of Iowa. Her professional activities have also included a term as Visiting Professor at the Lebanese American University and serving at UNCG as Interim Associate Provost for Undergraduate Education, Director of Ashby Residential College, and Director of the Coalition for Diversity in Language and Culture. Professor Chalhoub-Deville is the Past President of the International Language Testing Association (ILTA). Keira Ballantyne (Vice President, Programs and Development @CAL) Dr Keira Ballantyne has more than fifteen years' experience as an applied linguist at the intersection of language and culture in the United States. Her work has focused on practical applications of research in instruction, professional development, and assessment. She began her career in vocational ESL for adults, working with immigrants in DC and in Maryland in union apprenticeship and other vocational programs. She held a variety of technical assistance and research positions at The George Washington University, where she served in successively more responsible positions at the National Clearinghouse for English Language Acquisition, and then at the Center for Excellence and Equity in Education. In these positions, Dr Ballantyne provided technical assistance information to states and districts and served to support nationwide dissemination activities for the US Department of Education's Office of English Language Acquisition.
