The Spring Councils Housing Conference agenda will have a focus on planning issues and regulatory reform, supported by The Housing Forum’s Local Councils Advisory Group

The main themes of the two hour conference will centre on:

Planning and Regulation – Possible impact of planning reforms on planning outcomes and placemaking;

The Affordable Homes Programme, the National Design Code and Brownfield sites are all areas that this stream will cover.

Viability – dealing with net-zero carbon and bio-diversity are key areas when assessing the viability of housing programmes. How is this being dealt with in practice? This stream will aim to show the innovative programmes under way and lessons learned so far.

Accelerating supply – the Government has a target of 300,000 homes a year being built by the mid-2020s. How is this being supported and what does the current progress look like. With Homes England supporting four different types of strategic partnerships what is the mix looking like and the balance between for-profits and not-for-profits?

What are the opportunities provided by rightsizing, rooftop development and wider innovation such as MMC?

How is a sense of place maintained through all this? We will examine for example the role of garden communities and plans for repurposing office space.

Janice Morphet
Professor @UCL
Janice Morphet is a Visiting Professor in the Bartlett School of Planning at University College London and is a CABE Built Environment Expert. Janice was a member of the Planning Committee of the London 2012 Olympic Games. She was a Senior Adviser on local government at DCLG 2000-2005, having been Chief Executive of Rutland CC, Director of Technical Services at Woking, and Professorial Head of the School of Planning and Landscape at Birmingham Polytechnic. Janice has been a trustee of the RTPI and TCPA. Her books include Modern Local Government (2008) and Effective Practice in Spatial Planning (2010) How Europe Shapes British Public Policy (2013), Applying leadership and management in planning: theory and practice (2015), Infrastructure delivery planning: an effective practice approach (2016), Beyond Brexit (2017) and Changing Contexts in Spatial Planning (2018). Her recent research with Dr Ben Clifford includes 2 projects on Local Authority Direct Provision of Housing (December 2017
John East
John East has significant experience as a regeneration, housing, planning, and environment professional enjoying a career spanning more than three decades in the public sector. Since 2018 he has provided interim management services, most latterly as the Chief Executive for Wycombe District Council. Prior to that he was Strategic Director for Growth and Homes at the London Borough of Barking and Dagenham where he set up the Council’s regeneration and investment company Be First, and worked for the London Borough of Newham for 6 years as the Director of Housing and Community Infrastructure. He has also been the Director of Planning and Development at the London Boroughs of Southwark, Richmond-upon Thames and Brent, as well as heading up Savills Central London Planning Team for several years in the 2000s.
