RSAT Embedding Evidenced-Based Peer Specialist Services From the Inside Out
Description
Peer Recovery Support Specialists (PRSS) offer an evidenced based practice through an innovative approach to address substance use & mental health disorders inside correctional settings & upon community reentry. PRSS are recognized as paraprofessionals through a certifying body that follows ethical guidelines and standards of practice. Those involved in the reentry process have helped lower recidivism risk by helping others increase engagement and participation with treatment and court obligations. Individuals involved with PRSS self-report reductions in substance use behaviors, including opioid use. Peer support has also shown success helping people reentering the community continue medication-assisted treatment after being inducted on medication for OUD while incarcerated or detained. PRSS are a core element of a recovery-oriented system of care built upon a mutually supportive community of peers who support each other by promoting fidelity to peer recovery ethics, values & principles. The PA Department of Corrections has a standout peer program embedded throughout all state prisons which serves to reduce trauma of incarcerations, supplement existing recovery services, provide evidenced based practices to address substance use & co-occurring disorders, and improve reintegration opportunities including support for continued MAT & other treatment. Their model includes establishing a sustainable approach designed to create a community culture transformation through modelling, demonstrating evidence of overcoming behavioral challenges, & empowering all involved to effectuate pro-social change.

Churchill, M.A., LMHC, is a senior criminal justice associate at Advocates for Human Potential (AHP) with nearly 25 years of experience working with justice-involved individuals living with substance use disorders, mental health disorders, co-occurring disorders, trauma, & criminogenic needs. Ms. Churchill has extensive knowledge of evidence-based & promising practices in both research & implementation, & she uses her experience with & knowledge of the justice system & behavioral health services to provide training & technical assistance (T/TA) to criminal justice agencies regarding treatment, supervision, program implementation & fidelity management. Since coming to AHP, she has researched medication-assisted treatment (MAT) & withdrawal guidelines for jails & the pre-trial population, & she is cultivating a network of federally funded Residential Substance Abuse Treatment (RSAT) programs & MAT professionals to encourage collaboration & peer mentoring. Lynn A. Miller, M.Ed (Senior Criminal Justice/WRAP Associate @Advocates for Human Potential (AHP)) Lynn A. Miller, M.Ed., is a senior criminal justice/WRAP associate at AHP. She is skilled in correctional administration, including education, group facilitation, curricula development, & training program administration. Ms. Miller uses her advocacy & interviewing skills in one-on-one counseling & assessments to assess individual needs & subsequent programmatic & service delivery; she also trains in complex course content. She has extensive experience in federal & state behavioral health care systems, including fiscal interpretation & service implementation, & a strong skillset pertaining to working with the behavioral health forensic & aging population. She is a Certified Peer Specialist & implemented statewide mental health awareness campaigns across Pennsylvania (PA). She developed the collaborative partnership with the PA Dept of Military & Veterans Affairs & the PA Office of Mental Health & Substance Abuse Services (OMHSAS) to address unmet behavioral health needs & suicide.
