Developing Educator Expertise to Work with English Learners
Description
The U.S. Department of Education’s Office of English Language Acquisition (OELA), in collaboration with the Institute of Education Sciences, is hosting a webinar on the topic of the development of teacher expertise to serve students classified as English learners (ELs). Professional learning that results in enhanced professional expertise should be aligned to strategic goals, ongoing, and addresses outcomes for knowledge, attitudes, skills, aspirations, and practices. When teachers apply standards and research to their work, develop the expertise essential to their roles, and prioritize coherence and alignment in instruction, the results are equitable and positive for all students. Panelists will present a model for the development of teacher expertise to serve ELs and share multi-modal resources to plan and implement high quality professional learning in pre-service and in-service programs.

She started the Quality Teaching for English Learners (QTEL) initiative. Under her leadership, QTEL has been funded by federal and private institutions to develop and research professional development tools and processes that support the academic success of English learners. Walqui has also led the design and implementation of multiyear QTEL professional development efforts for several school systems. A native Peruvian, she received an MS in Sociolinguistics from Georgetown University, and PhD from Stanford University. She is the author of many books and articles and co-edited the recent book, Reconceptualizing the Role of Critical Dialogue in American Classrooms: Promoting Equity Through Dialogic Education. In 2016 Walqui was selected as one of the 50 most influential researchers in the last 50 years in the field of English language teaching. George C. Bunch (Professor of Education and Department Chair @University of California, Santa Cruz) Dr. Bunch is an experienced K-12 ESL and social studies teacher and teacher educator. He holds a PhD from Stanford University and an MA from the University of Maryland Baltimore County. His research focuses on language and literacy challenges and opportunities for multilingual learners and on policies, curricula, and teacher preparation. He was a founding partner of the Understanding Language initiative, received a Spencer Foundation Midcareer Grant, and is a former National Academy of Education/Spencer Postdoctoral Fellow. His book with Aída Walqui, Amplifying the Curriculum: Designing Quality Learning Opportunities for English Learners, is a Teachers College Press bestseller. He is author of the module, Equitable Policy and Practice for English Learners: What Should Teachers and School Leaders Know and Do, in the open-access series of professional learning resources from the National Research and Development Center to Improve Education for Secondary English Learners. Alexandra Estrella (Superintendent @Norwalk Public Schools) Dr. Estrella joined Norwalk Public Schools in 2020. Her accomplishments include the development of a new five-year strategic plan with input from students, teachers, staff, parents, and community members. Her work includes reviewing equity and disproportionality, special education, school facilities, and the structure of the district. Prior to joining Norwalk, Dr. Estrella was a superintendent for Community School District Four in East Harlem, NY. She started her career as a science teacher in Manhattan and founded the first STEM fair within her school. In 2008, Dr. Estrella founded Esperanza Preparatory Academy, a dual-language middle school in East Harlem, NY. In 2011 she expanded the school to grades 6-12. She started one of the first 6-12 special education inclusion programs in New York City. Dr. Estrella holds a doctorate from Sage College of Albany and two master’s degrees from Pace University and from Baruch College. Dr. Estrella is certified as a superintendent of schools. Yael Glick (Teacher: High School English @New York City Public Schools) Yael Glick has worked in New York City public schools for over fifteen years teaching High School English. She has worked exclusively at transfer schools, offering a second chance to students overlooked by the traditional education system. During that time she has developed curricula with a focus on ambitious literacy and language development, finding success with students that are typically underestimated and underserved, many of them students classified as “long-term” English Learners. Lee Hartman (Senior Program Associate @WestEd) Lee Hartman is a Senior Program Associate for English Language Arts in WestEd’s Teacher Professional Development Program. He currently serves with the rest of the Quality Teaching for English Learners team to create and implement learning experiences for educators in 4th through 12th grade schools. As a classroom teacher for more than a decade, Lee worked with language minority students with particular emphasis on Newcomers. He now uses that experience to enhance the pedagogical knowledge and practice of the educators with whom he works. He then went on to hold a position as an instructional coach designing and implementing new curriculum and professional development for both educators and students that wove together language theory and practice. He received a BA from the University of Mary Hardin-Baylor with studies in Querétaro, Mexico and Alcalá de Henares, Spain. He also holds an MA from Bowling Green State University in Ohio.
