E. “Tee” Rowe is the President and CEO of the Association of Small Business Development Centers, a nationwide network of over 1,000 centers providing free, confidential counseling and low cost training to small business owners. He joined the ASBDC in August of 2009. A graduate of Dartmouth College (AB, Russian Language/Literature, 1983) and the Tulane University School of Law (JD, 1989), Mr. Rowe has a long history of legislative and advocacy experience on behalf of the small business community. Prior to joining the ASBDC he served as Associate Administrator for Congressional and Legislative Affairs for the US Small Business Administration from 2005 to 2009. Before that he served as Assistant Administrator for Congressional Affairs and was the Assistant General Counsel for Legislation and Regulation at SBA from 2001 to 2005. Tee also worked for ten years (1991-2001) in the US Congress as the Counsel to the Committee on Small Business in the US House of Representatives. Carl Brown (State Director @DC SBDC Network) Carl Brown is the State/Executive Director of the District of Columbia Small Business Development Center (DCSBDC) on the prestigious campus of Howard University. He has a wealth of small business development knowledge with over 25 years of experience. His subject matter expertise is in the following areas: human resources, sales, marketing, procurement, and government contracting. Additionally, he is the host of the popular radio talk show “The Small Business Report” airing on Sirius XM Channel 141 every Thursday, Friday, and Tuesday. Carl has held executive positions in Telecommunications, Consumer Goods, and Transportation. His public sector experience includes Federal, state, and local government where he was a warranted contract officer. Carl has been a guest on numerous radio and TV shows and interviewed by national media outlets including Lucy Pinto (Digital Coaches Program Manager @Grow with Google) As a Manager of Diversity & Community Training Programs at Google, Lucy works to level the playing field for communities that face barriers to technology and economic opportunity. She manages the Grow with Google Digital Coaches Program which delivers digital skills trainings for communities underrepresented online. Lucy has also managed the participation of hundreds of employees in volunteer initiatives aimed at bridging the digital divide across 15 countries reaching 135K people. She consults internal teams on inclusive strategies, product design, and employee engagement to drive bottom line impact. Additionally, she is an advisor to the NYC Chapter of HOLA – the Hispanic Googler Network – which is committed to representing the voice of the Latino community within and outside of Google. She was selected and recognized as a Young Hispanic Corporate Achiever by the Hispanic Association on Corporate Responsibility and is a recipient of the Negocios Now NYC Latinos 40 Under 40 award.
