Young Dual Language Learners: Strengthening Early Childhood Education Systems and Practices
Description
The U.S. Department of Education’s Office of English Language Acquisition, in collaboration with the Institute of Education Sciences’ Regional Educational Laboratory West, is hosting a webinar on the topic of early learning of children who are dual language learners. The webinar will focus on practices and state policies for young dual language learners as well as how they are codified and implemented in a variety of settings. The panelists will discuss research-based instructional practices for young dual language learners and identify strategies, funding streams, and resources for caregivers and early childhood educators for supporting the development and optimizing the experiences of young dual language learners in early childhood educational programs and settings. The presentation will include discussions of topics such as social and emotional learning; oral language development; family engagement; and inclusion and student engagement.

He oversees the Sacramento Consortium for Empowering Early Educators program and supports the mixed-delivery Universal PreK expansion. Previously, he served as Assistant Superintendent for the Division of Early Childhood at the Maryland State Department of Education where he managed the early childhood system, including childcare, PreK and Head Start. Mr. Hicks served in the Obama Administration as Senior Policy Advisor at the Department of Education. He focused on advancing the national early learning agenda. A PreK to third grade teacher for twenty years, Mr. Hicks taught at the university level, bringing his practitioner experience to higher education. He holds National Board Certification in early childhood, a master’s degree in early childhood and primary education, and a bachelor’s degree in economics. Sarah Neville-Morgan (Deputy Superintendent @California Department of Education) Sarah Neville-Morgan serves as the Deputy Superintendent for the Opportunities for All Branch (OFAB) at the California Department of Education (CDE) to support California’s 6.2 million students reach their educational potential. In this role, Neville-Morgan oversees a branch that includes five divisions – Early Learning, Expanded Learning, Multilingual Support, Nutrition Services, and Special Education. Previously, she served as Director of CDE’s Early Learning and Care Division and provided leadership to ensure high-quality early education programs for young children and their families. She has also served as Deputy Director of Program Management at First 5 California, Deputy Executive Director of the California Early Learning Council, as an Academic Child Development Specialist at the UC Davis Center for Child and Family Studies, and provided child development to foster care parents and worked in a childcare resource and referral agency. Dr. Pamela Spycher (Senior Research Associate @WestEd) Dr. Pamela Spycher, Senior Research Associate at WestEd, leads research, policy, and professional learning projects in collaboration with education partners to ensure children and youth are educated in affirming, inclusive, and joyful learning environments. Dr. Spycher’s work integrates evidence-based early literacy instruction with culturally and linguistically sustaining practices, social-emotional learning, arts education, and family engagement. Her research has been published in peer-reviewed and practitioner journals, including Theory to Practice, The Elementary School Journal, and Educational Leadership, and she led the development of the recent publication Improving Education for Multilingual and English Learner Children: Research to Practice (California Department of Education, 2020). Macy Parker (Program Director @Silver Giving Foundation) Macy is the Program Director at the Silver Giving Foundation. Macy previously served as a Senior Program Officer at the S. D. Bechtel, Jr. Foundation, where she oversaw the California State University’s New Generation of Educators Initiative for five years. Prior to that, she worked as the Managing Director of Programs for Citizen Schools California and taught middle and high school English in Brownsville, Brooklyn as a New York City Teaching Fellow. Macy earned a Bachelor of Arts degree in English from Duke University, a Master of Arts in Teaching English from Brooklyn College, and a Master of Arts in Education Policy, Organization, and Leadership Studies from the Stanford Graduate School of Education.
