Tobacco Product Waste: Lessons from Around the World
The speakers will discuss global progress on tobacco product waste and provide examples of specific programs that have succeeded in several countries around the world. Danielle van Kalmthout will present on extender producer responsibility and the EU single-use plastics directive. François Topart will present on the regulation and removal of cigarette filters and the precedents in France, and he will explain how the suppression of filters protects human rights. Dr. Thomas Novotny will update attendees on tobacco product waste progress in the United States.

Danielle van Kalmthout
Coordinator @Belgian Alliance for Smokefree Society
Since September 2018, Danielle has been a coordinator for the Belgian Alliance for a Smoke Free Society. Prior to her work with the Society, she worked at the Policy Research Department of the Flemish League of Families and was responsible for environment affairs, sustainable development, and energy, with a particular focus on children's environmental health policies. Danielle established and coordinated 'Childproof', an informal network of NGO's, scientists and doctors on environmental pollution and the effect on children's health (air quality (indoor and outdoor) and endocrine disrupting chemicals (EDC's). She is a PhD Research Fellow at the Human Rights Centre at Ghent University where her research focuses on Environmental rights and the position of children in environmental law.
Thomas Novotny
Professor Emeritus of Epidemiology and Biostatistics @San Diego State University (SDSU) School of Public Health, Founder Cigarette Butts Pollution Project
Dr. Novotny is Professor Emeritus of Epidemiology and Biostatistics at the San Diego State University (SDSU) School of Public Health. He is a graduate of the University of Nebraska Medical Center (MD 1973) and Johns Hopkins Bloomberg School of Public Health (MPH Epidemiology 1992). He served as a CDC epidemiologist in the Office on Smoking and Health and as Deputy Assistant Secretary for Health in the US Department of Health and Human Services. He co-directed the Joint PhD program in Global Health at SDSU/UCSD from 2009-2015, and he has done extensive research on tobacco and the environment. In 2010, he founded the Cigarette Butt Pollution Project, a research, educational, and advocacy non-profit organization that addresses tobacco’s impact on the environment.
François Topart
Advocacy and Research Officer @Comité National Contre le Tabagisme (CNCT)
François Topart graduated from CELSA (Paris-Sorbonne) with a master's degree in institutional and political communication. Since 2019, he has been working as communication and advocacy officer at the french National Committee Against Tobacco (CNCT). He is currently doing a PhD about industry lobbying in France, on taxation and illicit trade issues. He is also a regular contributor to the Génération sans tabac platform, which provides daily and accurate information on tobacco news
