Jazmin Devonish, MPH
The Public Health Analyst within the Tobacco Control Program @DC Department of Health
Ms. Devonish’s portfolio includes systems change initiatives, where she guides healthcare providers to enhance internal systems and processes ensuring tobacco use and assessment and cessation referral are sustainable practices in clinical care grounded in evidence-based strategies and best practices. Additionally, Ms. Devonish will serve as the project officer for the newest Tobacco Control Program initiative, Addressing Health Disparities through Tobacco Control, leading efforts to position the program at the forefront of tackling tobacco use through a health equity lens. She brings over 6 years' experience in public health from both non-profit and government spanning project and grant management; providing technical assistance; building and leveraging partnerships; and building program capacity. Ms. Devonish received her bachelor’s degree in health sciences from Howard University and completed her Master of Public Health at Morgan State University.
Charles Debnam, BA, MCHES, CTTS, CACII
Deputy Chief Executive Officer @Community Wellness Alliance
The Community Wellness Alliance is located in the heart of the District of Columbia. Mr. Debnam is responsible for the oversight of all health and wellness programs while building sustainable partnerships with community advocates and stakeholders. Mr. Debnam has over 30 years of Public Health work. He has led many health related research initiatives East of the River and led a campaign to look at the effects tobacco has on HIV medications. He is the past Chair of the DC Tobacco Free Coalition. Through his work to end tobacco use, Mr. Debnam remains committed to working with people with HIV/AIDS and those wishing to quit tobacco use. Charles holds a degree in Business Management from Fisk University. He is a Master Certified Health Education Specialist (MCHES), a Certified Tobacco Treatment Specialist (CTTS) and a Certified Addictions Counselor (CAC).
Jeremy Hulburt
Account Manager @DC Quitline and DC Health’s primary contact @Optum
Mr. Hulburt is a graduate of Eastern Washington University with a B.A. in Social Problems and Contemporary Criminology. Prior to Optum, he has worked in the transportation and broadcasting (radio) industries. Mr. Hulburt joined Optum over 15 years ago in Operations as a Tobacco Treatment Specialist. He was quickly promoted to a leadership role overseeing Quit Coaches and then promoted to Account Manager in 2016. Mr. Hulburt currently resides in Washington State and handles all aspects of account management for the DC Quitline.
Ricardo F. Fernández, MD
Chief Medical Officer @@ La Clínica del Pueblo
Ricardo F. Fernández, MD serves as Chief Medical Officer and is a practicing physician at La Clínica del Pueblo, a Federally Qualified Health Center in Washington, DC. Dr. Fernández has spent the majority of his professional career working with the Latino and with other medically underserved communities and is a firm believer that high quality clinical outcomes can be attained despite the many barriers faced by these populations. Dr. Fernández received his M.D. degree from the University of WI and completed a residency in internal medicine and primary care at the George Washington University Medical Center in Washington, DC. Dr. Fernandez’s professional experience includes working in private practice as well as community health center and academic settings. He holds faculty appointments from George Washington University and the Uniformed Services University of the Health Sciences and is actively involved in the training of medical students to practice in underserved communities.
