I am a little confused on how Phase 2 and 3 are related. It's clear how 1 and 3 are related (we use money from 1 to develop a plan we implement with money received in 3). Is a different plan/degree/certificate being developed in 2? Different than the plan developed in 1 with 3 in mind, I mean? Thank you in advance.
